Norman was born and raised in Cottonwood County. He graduated from Comfrey High School and attended Northwestern College in Roseville, MN. Since college he has farmed the land his father and grandfather farmed just south of Comfrey. Norm is a certified Minnesota Assessor, part-time bus driver, and has served on a local co-op board. In his spare time he enjoys camping, water sports, singing, and motorcycling. He and his wife Corrine have four children, Bethany, Abigail, Jordan, and Brennan.

Norman serves on the following committees: AMC Voting Delegate, Area II River Basin Project, Compensation Committee, Cottonwood County Department Head Meetings, Cottonwood County Ditch Authority, Des Moines Valley Health & Human Services, Intergovernmental Relations Board, Labor-Management Committee, MN Extension Agency Board of Directors, Planning Commission, Redwood-Cottonwood Rivers Control Agency, Southern Prairie Community Care, SW Minnesota Emergency Communications Board, SW Mental Health Center Board of Directors, SW Mental Health Consortium. He also serves as an alternate for the Greater Blue Earth River Basin Alliance.
